Arkadiya Dmitriyevich Shvetsov was the first aircraft engine designer to establish himself in the Soviet Union.  He developed his first engine in 1925.  One of his most famous engines was the M-11 radial with over 100,000 built from 1927-1959.

Shvetsov was succeeded by Soloviev in 1953.
